This website is a tool for assisting the organisations and individuals involved in implementing a monitoring and evaluation (M&E) system for the EU support to the 4th phase of the African Peace and Security Architecture programme (APSA IV).   On this website you will find a brief presentation of the APSA IV, but it will mainly be used to store relevant information and examples of good practices of M&E efforts in order to assist in creating a solid system for regularly monitoring if APSA IV is doing the things right and more importantly are doing the right things. 

This website is not an official website of the European Union (EU) nor of the African Union (AU) nor of any of the Regional Economic Communities or Regional Mechanisms implementing APSA IV.

The information provided here has not been officially sanctioned by any organisation but is for use by the community of relevant actors involved in developing a robust M&E system for APSA IV.

A team of two experts, Tom Mogeni Mabururu and Finn S Pedersen, was contracted to support the APSA IV organisations to develop the APSA IV M&E system. The assignment expired on 7th of December 2022, and a no cost extension has been requested. If accepted Tom will continue this work as sole consultant.

The African Union Commission (AUC) is the main beneficiaries of the EU support and coordinates the APSA IV programme. The other organisations which participates in APSA IV are:

  1. Regional Economic Communities: COMESA (Lusaka, Zambia), EAC (Arusha, Tanzania), ECCAS (expected to join) Libreville, Gabon, ECOWAS (Abuja, Nigeria), IGAD (Djibouti, Addis Ababa, Ethiopia), SADC (Gaborone, Botswana), UMA, (Rabat, Morocco)
  2. Regional Mechanisms: NARC (Tripoli, Libya/Cairo, Egypt) and EASF (Nairobi, Kenya).
